地區委員會主委可否兼任助理總監?

明年度2018-19的地區主委若是想要身兼助理總監可以嗎?

若是不兼, 專心當助理總監, RI的規定是否由DGE簽署即可, 因為他是最後一年, 沒有跨年度的問題.  (de D3461 / D3470, 2017/10/23)

但是,若不屬RI明訂的地區委員會DistrictCommittee,屬地區臨時功能委員會,AG兼任該DC-chair,或許可行,惟仍不鼓勵。

另外,在您要申報新年度職務時,on line填報,同一社員名下要申報AG  DC-chair,也會有阻礙。

AG任期:同一合格社員可擔任三屆1年任期的AG職務。但在COP_Sept-2017 p.58末段,有一Extra任期敘述,若該社員確屬人才,或可引用此段。

(Assistant governors may serve for a period of three one-year terms. Assistant governors may serve an additional period of three one-year terms two years after their last one-year term. )

助理總監 Assistant Governor 職稱與座位安排
助理總監AG職務,是地區執行地區領導計畫DLP必設的職務。
參照國際扶輪禮儀,在地區階層,介紹排序是 地區總監DG-前總監PDG-助理總監AG。
參照Rotary COP,助理總監AG由地區總監DG就該分區適任的前社長群中指派。

問A:
Rotary COP及其Protocol禮儀規範中,只有助理總監AG,並無 地區助理總監及分區助理總監 等職稱,如何區分?

Ans:
參照Rotary COP 17.030.1規範,助理總監AG本應由地區總監DG指派。
但台灣少數地區,如RI D3460,因當年沿襲地區總監代表DGR慣例,由分區各社按照創社年資先後順序,依序由該分區各社之前社長PP自行推舉產生。
此種慣例,雖然不符合COP,但也沒有違反其規範。故歷屆DG,只要沒有紛爭產生,也就順其自然。
然而此舉,有其潛在陋病:當該分區產出的AG人選無法與DG密切配合時,則困擾重重易致誤事。
此時,DG常會另行指派其他適格社友為AG,從旁協助甚或取代。
久之,演變成分區各社輪流推舉者為分區助理總監,地區總監DG直接指派者為地區助理總監。
地區助理總監另有重要任務:即直接受命於地區總監,得全權來執行特定方案。但地區助理總監無直屬責任輔導的扶輪社,因而DG常會另行規劃分區由其負責督促。
分區助理總監通常直接輔導3-5個扶輪社,這是RI規畫的建議原則。
同時,請切記,地區內要如何規劃分區,是由該年度地區總監全權處理,RI不會過問,該地區PDG只能建議而無權置喙。

問B:
正式會議如公訪、授證等,現在很多社都會將所謂地區助理總監排在總監之後,而在PDG之前。這是正確嗎? 但protocol不是如此寫的。

Ans:
公訪時,分區助總有職責,可坐在PDG前。
授證時,若助總不代表DG,亦不上台致辭,則不宜排座在PDG前。
另,授證典禮,若座位不足,無兼任地區職務的PDG亦不宜在主桌。

問C:
是否地區助理總監都要坐main table? 記得以前只排分區助理總監才坐上面,地區助理總監就坐下面貴賓桌与地區團隊一起的? (Today)

Ans:
助理總監職務要項的另一定義:要有專屬責任服務的扶輪社。
地區助理總監則類似地區總監的專案助理,本身並無直接負責的扶輪社。
故,在公訪、授證時之主桌列上,應安排該社直屬的分區助理總監座位。
至於地區助理總監,若分區助理總監未到場,可取代分區助理總監座位。
介紹 助理總監 層次時,該社直屬分區助理總監優先介紹,其次為地區助理總監,再次為其它分區助理總監。
當然,在總體介紹時,在地區言:當然是地區總監DG為最優先,緊接依序是前總監PDG、地區總監當選人DGE、地區總監提名人DGN,再次為助理總監。這是RI禮儀規範。 (Doctor 2017/09/04)
